Looking for some help here. I am trying to design a thematic Voyager Season 1 deck. I am seeding Liberty at the Caretaker Array and all my Macquis can report there. I am playing Alter Records and Study Badlands in the Alpha Quadrant and seeding Deep Space 9 at Bajor. My troubles are how to report ships and personnel, since I am mainly using Delta Quadrant people.

1. If I play the Fed/Bajoran treaty, can I report Fed people and ships to DS9? I believe so, but wanted to make sure.
2. I plan on stocking USS Intrepid and then Dom Perignon to USS Voyager.
3. I can play the Alpha Quadrant versions of Paris and Janeway who can report to DS9.

Otherwise, I have Dr. Fitzgerald, Stadi, Cavit, Rollins, Harry Kim, and Joseph Carey who I need to report for duty. I can use Home Away From Home while in the Delta Quadrant once I've upgraded to Voyager, but how do I report them to DS9 or in the Alpha Quadrant? I thought of Assign Mission Specialists for Fitzgerald and Carey, but they have to report to an outpost. Can I place a Fed outpost on Bajor with the treaty even if DS9 is there?

Any help is appreciated!

I am a little pressed for time as I type this, but I will try when I get back to write some more comments.

A season 1 Voyager deck in the Alpha Quadrant is difficult to pull off. I have tried on an off over the last couple of years to build it and I can't get it to come together. But Full Complement of Shuttles has helped. You can use use the Alpha Quadrant versions of some of the main cast:

U.S.S. Voyager (Chain of Command)
Kathryn Janeway (Chain of Command)
Tom Paris (The Maquis)
Captain Chakotay
B'Elanna
E.M.H. Program - I guess this would be the way The Doctor programing was originally set before getting into the Delta Quadrant

Just for the heck of recreating the first episode of Voyager you could self seed Caretaker's Wave at a Badland's mission and send the ship and crew into the DQ.

Little late to the party but I haven't seen this mentioned so here goes, one name to help you with your problem; Admiral J.P. Hanson.

He's from Holodeck Adventures. He's an admiral that can download first turn with Defend Homeworld thanks to his Security or if he comes into hand first turn can report to Office of the President for free. But where he helps you is his ability to let Federation ships report here (to his location). That would include what you're looking for; USS Voyager. Home Away from Home should take care of all of the Voyager crew, plus you can download Kathryn Janeway with Ready Room Door.

Though, Home Away From Home ready "...while not in Alpha Quadrant, your equipment and matching [DQ] personnel may report aboard." No use of that card in AQ.

Ahh nice, I've been looking at including voyager in my e deck For casual play, the admiral bersionon janeway (not the future version), seems like a good cool. You also have followers of the on earth to report the voyager fed borg. The cadet deck looks like an interesting main build.

I tried Followers of the One for the NA [1E-DQ] borg but it does not seed and you have to burn a seed slot for Continuing Mission to get it out early, which will get discarded when you play a non-TNG ship\person. Also, I used Observe Ritual to play the [1E-DQ] Vulcans to the AQ. The deck has its issues but when you are playing just for fun....who cares. It is great that 1E can even allow me to play a AQ Voyager deck that is anywhere near similar to the relaunch novels
