It was many years ago that anyone could beam through Borg shields. Nowadays (check the glossary) Borg shields work like any other ships.

Correct. The rule was changed by Decipher in 2001.

Correct, you can't beam free to any Borg vessel. The link to the "special Borg rules" is here: https://www.trekcc.org/op/1e_rulebook/?borg=y

...but it doesn't say anything specifically about Borg SHIELDS because there's nothing special about Borg SHIELDS anymore. They work like any other SHIELDS.

I dunno ... the Vidiians do have an app for that ...

Organ harvesting was one of the few bright spots in my shitty Vidiian Regionals deck. If I ever decide I can stomach playing them again, let's just say I'll be taking a more... aggressive... approach.
