Does "first turn" refer to your first turn after setup, or your first turn after accomplishing this mission?

This mission is what is known as a hammer or a silver bullet, designed to make certain strategies more risky. Going dial HQ opens up powerful options and the idea is to make it cost a little bit more.

Oh and it's also a really good mission in its own right. So that makes it really prevalent, increasing the risk.
