ASP: download to your matching facility...

so if it is used to report to a facility its like assing mission specialists? no quadrant rule to obay because ASP provides the report? also no specific site nessecary, just 1 to report somewhere?

Yeah as long as the SP you're downloading is the same affiliation as the facility (or ship), Quadrant restrictions aren't in play.

Karen Loews has been getting to the [1E-DQ] and [MQ] for her Group Therapy sessions for years now. It's the only way to fly! 8)

Is that true for Nors? Because the downloaded personnel still has to go to a site, right? And the site still requires you to obey quadrant rules?

It is, this is because the card allowing the report is Assign Support Personnel and not the site itself.
report glossary entry wrote:If the card allowing a card to report for duty is not a facility or site (such as The Emissary or Devidian Door), the card may report to any quadrant (even if it happens to be reporting aboard a facility) unless otherwise specified by the game text; and a docking site is not required on the Nor. Thus, you may report cards outside their native quadrant using cards such as Assign Mission Specialists, Assign Support Personnel, Spacedoor, Space-Time Portal (report with crew function), Sleeper Trap, Borg Cube, Temporal Micro-Wormhole, and Barzan Wormhole.

Okay, I think I can wrap my brain around that. But you still have to have a site where they can go, right? Or can you download any support personnel to any site?

My understanding is that since it says "to your matching facility", the personnel can report anywhere on that facility. So on a Nor, that'd be any Site. On any other facility, to GenPop.

That's me opening my mouth to correct you, because obviously that can't be right, because the consequences would be significant to some -- then thinking about it, closing my mouth, and realizing that you're probably right, consequences be damned. Then I think something nice about you for pointing it out.

The gif is called "surprisingly_good_point_winger.gif."

I was kinda hoping it would spur some more discussion.

I don't want to speak too definitely, because what counts as a "purpose related to its sites" has sometimes confused me. (I thought Hoodie's argument made sense here, but the ruling was the opposite, so I was wrong.)

True! But committing that first turn play to the Defiant download is an investment, particularly if you aren't packing We Need You Here.

Not a huge problem, just kinda weird that nobody's noticed/mentioned it before.

I always presumed it was a fancy way of saying "replace 'matching' with 'matching OR [DS9] [Fed]' on all Deep Space 9 sites".

I dug up the 2014 Rules Committee thread where Project Husker was reviewed, but this specific phrase was never discussed.

(The cards that drew the most Rules attention in Husker were the card that became Contain Boarding Parties and a card intended to play with Kyle Riker that got cut.)

EDIT: Allen's equivalence does seem to track with how the card actually works / has been ruled to work, at least at first blush.
