While you have a staffed ship at this mission and total Weapons at this mission greater than your opponent's total Shields at this mission, you are considered to command a completed mission of this type for the purpose of winning the game.

I suppose there would be quite extensive playtesting around cost and requirements, but conceptually I love this suggestion!
