I was thinking about Dominion inflitration deck, but if I read the rules correctly, there are many cases when you are pretty much out of luck, if enemy is not using outpost or headquarters for reporting. So if they use station (e.g. Deep Space Nine/Terok Nor), or Time Location or things like Home Away From Home you are mostly out of luck. Or rather you can use Insert Undercover Agent, but with that limited countdown.

Do I read the rules correctly or am I missing something. How do you get an infiltrator to a Borg Cube for example. Is there some other tech than IUA?

EDIT: OK. I found The Walls Have Ears card. So let's say I play some Founder to enemy ship. Can I subsequently change his infiltration icon to that affiliation with Insert Undercover Agent? As far as I understand it, if I play changeling with The Wall Have Ears, he is an intruder not an infiltrator (so I can use IUA) on him?

Can Borg be infiltrated? Can I change infiltrator icon to Borg?

Is there any other way to change infiltrator icon, other than IUA? It seems this is only once per game for 4 rounds?

The report using The Walls Have Ears is an additonal report to my normal and/or free reporting or does it take place instead of normal reporting?

Yeah, The Walls Have Ears + IUA is how I and several others have made infiltration decks. I'm pretty sure it works against Borg, too. There's no other way to change infiltration icons, but sometimes you don't need to infiltrate. Sometimes [DL] Assassination Plot or personnel battle can be an effective use of intruders.

The report doesn't count as a normal card play or a free play, and can be done during the Orders Phase. Imagine if The Walls said, "Download a changeling there." The actual text of the card is, "Report a changeling there," which is basically the same thing except you don't get to search your deck or tent for the changeling.

If it isn't your normal card play, doesn't it have to be a free play? I'm having a hard time imagining what a personnel card play during your own turn would be if it is neither 'normal' nor 'free' when it isn't a download.
