I do not think you can. It believe the limitation on Terok Nor about only native personnel allowed to report there trumps the site's gametext.

At least that's the premise that I, a fellow Refugee Camp architect, am using for my deck (which is a right mess at the moment ).

This appears to be intentional. Quark's bar actually did not exist on the date listed on the time location. (Although it does exist at later points during the occupation, at the same time as the events depicted in Necessary Evil, involving Investigator Odo.)

Oooh oooh! I know, I know!! From the Rulebook at Dual-Personnel Cards (6.3.4)

"If either personnel on a dual-personnel card is: stopped, killed, captured, moved, removed from play, downloaded, reported for free, or otherwise experiences some change in status or position (for example, is phased, "held by aliens", or changes affiliation), then the same thing automatically happens to the other personnel on the card."

So Comfort Women applies its effect to the Kira half (changing the personnel's affiliation to just ), and the same applies to the O'Brien half. It is now an personnel native to the Alpha Quadrant, so it is native to Singha Refugee Camp.
