Brunt is another VIP you can download to do this trick. With him you need Writ of Accountability (which is seedable).

So the turn 2 guaranteed solution:

Seed Quark's Bar or Guest Quarters and any Docking site on Deep Space 9. Also, seed Defend Homeworld and one of Writ of Accountability, Q the Referee, or Tribunal of Q. Finally, seed a Ferengi Outpost or Ferengi Trading Post at a planet mission within 7 span of DS9.

Turn 1: download Gaila, Hidden Fighter ->vQuark's Treasure -> Establish Landing Protocols. Take off and dock at your facility. Replace end of turn draw with Writ if you seeded Tribunal.

Turn 2: reveal Writ (or download with Q the Ref). Discard Writ to download Brunt or Nilva to Guest Quarters. Move Quark's Treasure to DS9 and dock at the Docking site.

And after writing all that I realized with Quark's Bar you don't need the VIP stuff and you can do it on turn 1 with Gaila.

But I'm not going back and fixing it because the rest of the stuff makes it doable with any Nor, not just DS9/Terok Nor, so maybe it's still useful.

If you seed DS9 at a planet misson, you can download Gaila to Quark's bar using Defend homeworld, beam him down and use hidden fighter. Unfortunately, this would mean you can't use Cross Quadrant Expansion because you would have seeded a mission in the Bajor region.
