Actually, it might be a wise idea to change the wording exactly as you call it.

That eliminates ANY confusion, making clear that those 7 cards are not 'draws'.

Better to move the starting hand to the very last thing in the seed phase, similar to the end of turn draw is the very last thing on your turn.

If you like, you can understand placing cards out-of-play and drawing your opening hand is part of the resolution of the action "complete the seed phase." The play phase begins after.
