I would guess that it's more about skill holes than the dual personnel. Also, it matches the story of Mudd being alone on a planet full of androids :)

I mean, I'd do it for the amusement value of poor Divok surrounded by androids and nowhere to go. But point taken, for sure.
I figure it was to allow for Harcourt Fenton Mudd to be in play with all of his Stellas.

Unless Benhosp's argument that THIS Harcourt Fenton Mudd IS an android under the species rule ("emperor of androids..."), and the real Harcourt Fenton Mudd is sipping jippers on a beach somewhere actually landed with the CC and was deemed correct, in which case, sure, roll Data and Picard out there, life is good! :wink:

Temporal Micro Worhole is a way. That being said there are other benefits to stocking an outpost beyond reporting (repair ships, hide ships and personnel aboard) and if you're just using the planet for reporting and someone pulls a Thine Own Self on you you're going to be unhappy :)

Everywhere. You seed Mudd's planet or Exo III and you're effectively limiting yourself to a [NA] deck.

For anyone unclear on the source of the restriction, we're actually discussing the text that is on both Study Cybernetic Relics and Provide Purpose that reads:
"Owner's androids may not mix with aligned personnel."

This is an affiliation based restriction, so it would not apply where all affiliation based restrictions have been lifted, such as where Planet of Galactic Peace is play. (Similar to how Sybok's restriction is - very appropriately -- lifted when he is at where PGP is in play.)

I've monkeyed around with a deck that uses Paradise City as the main reporting location with Planet of Galactic Peace in play at the location, while also seeding Exo III so that I could download Dr. Roger Korby (who has cybernetics) during the seed phase and play him at Paradise City. Cybernetics Expertise would then give you a free report of an Android.... unfortunately with Cybernetics expertise currently banned in Modern this deck doesn't actually work at the moment.
