Bajoran Resistance Cell reads:

Once each turn, you may download a Bajoran espionage card to one of your unsolved missions (limit one per mission), then draw two cards if you have at least two Resistance personnel in play.

Do I have to do the download in order to draw the cards? What if I download and fail (intentionally or no) to find the card?

In 1E, you have to be able to do all of the card in order to do any of it, so I think you must successfully download in order to get the draws.
