I'm working on a deck that aims to get a lot of extra cards into hand, but where those cards are not necessarily that great. I'm looking for how I can use these as a resource to do other things. Lots of cards do something "in place of a card draw" but I'm talking about cards that involve losing cards from hands to do a thing (often drawing or downloading, but not necessarily). So far here is my list:

Process Ore
Process Ore: Mining
Mutation
Spacedoor
Construct Starship
Full Complement of Shuttles (non-personnel)
Remote Interference
Condition Red
Handshake (by discarding a whole hand with a least 3 cards)
Masaka
Meditation
A Better Alternative (only works if the card being discarded is unique)
Get it Done (must be a [1E-TNG] card, and this is to keep the event from discarding at the end of the set of actions)
Renewal Scroll (need Bajorans in play)
Starting Over (need a Borg in play)

What have I missed?

Nice catch. And if you're really slick, you can pair Temporal Shifting with a card you just reminded me of: Revisionist History. Get Revisionist history out and you can discard a card to repeatedly play Temporal Shifting every turn for 4 turns in a row.... It costs all your card plays for 5 turns, but that is discarding 7 cards to draw 16.

Also - I forgot to consider personnel:
Admiral Kirk
The Viceroy
Buster Kincaid if he is with Captain Proton (and he discards twice as much as Admiral Kirk for the draw.)

The problem with such a deck ... you draw a lot of cards, but most of it is only cards that let you draw more.
Oftentimes, people get the wrong ratios.

Also, it would be helpful if you actually take stuff from your discard pile.

Just discarding tons of cards is not as helpful as it sounds ;).

Nanoprobe Resuscitation + a blue borg is your friend here but also you have to account for drawing NR as well as the draw cards. Fal-tor-pan might also be useful especially if you have a way to play those Vulcans for free.

I also forgot Remodulation. It's rarely used because it causes a net decrease to your hand size (unlike Mutation, which functions fairly similary but keeps hands size the same).

But if there are cards you affirmatively need to put into your discard pile -- such as a VIP you're going to exchange into play with Inspection or you're trying to boost up a [SF] deck that relies on getting lots of card types into your discard pile and then removed from the game using The destruction of Earth-- and you want do this more than the once per turn that Mutation allows, one might want to play with both.
