I'm not totally certain how both of these work during gameplay.

With boarding an enemy ship, are cards necessary to do when beaming on board or exiting? What cards are used in favor or on the defense against this?

With cloaking, similar question. What cards are used to cloak or even decloak an enemy ship? When cloaked, can you still perform missions?

To board an enemy ship, you will need some card to either get aboard directly (e.g. Boarding Party) or otherwise beam through their SHIELDS (such as Invasive Beam-In or Open Diplomatic Relations, for examples.)

No card is needed to cloak a ship, but Engage Cloak adds a bit of use to it. By and large, there really aren't cards to force it to decloak (the closest I can think of is La Forge Maneuver).

For details on how Cloaking Devices function and what you can and can't do, best thing would be to consult the Rulebook at 7.6

Kazon Shuttle is currently the only Boarding Pod. Also on the card page for Boarding Party under the rarity info is a link, Requires: Boarding Pod which shows all cards that either have or need that trait.

A lot of really good responses here. I've played maybe a dozen games and haven't had the chance for a personnel battle yet. The boarding ship would be a fun of doing so when I get the chance.

Id like to ask 2 more questions, might be better here than opening a new thread.

I'm assuming you cant have a personnel battle when the opponents personnel are at their outpost. Unless outpost battles are a different thing entirely.

Aaaaaand I forgot the other question. Might come back to me later.

You can have a personnel battle any time your personnel are present with opponents (assuming you meet affiliation battle restrictions, but that's just a battle thing in general). If you get your people on board their outpost, you can absolutely start shooting at them.

There ARE some cards that restrict initiating battle at certain locations (like Strategema or "We Are The Metrons"), but those are both location specific and, of course, depend on having the card in play.
