OTF, with a card pool we call "block plus." It's mostly block constructed, with modifications:
- Q's Tent (seeded), Q's Tent: Civil War, and Tribunal of Q are allowed
- Any card may be stocked in appropriate side decks without regard to block legality (but still subject to other restrictions, e.g. OTF ban list)
- Non-block-legal cards may come out from your side decks ONLY via download by Tribunal of Q, Q the Referee, or a card which specifically names the target to be downloaded, by exact card title only, not using "any" or the colon rule.
For example, Losta can download Lower Decks, but Quark cannot download a Ferengi PADD (since his download says "any PADD" rather than specifically naming Ferengi PADD).
More examples: Ready Room Door cannot download the Premiere version of Korris to the Batris, because RRD does not specify Korris. Wall of Ships cannot download the [Sft] Enterprise, because it says "any Enterprise", not a specific card.
I am waiving the "Authorized Proxy" rules -- all cards are considered printable. Please put them in sleeves with backing cards.
